Balfour Beatty lands £120m Leeds Inner Ring Road programme
Appointed by Leeds City Council as the sole contractor for the strategy, the firm will carry out planned maintenance, asset renewal and major structural works on the 2.5-mile route through to 2032.
The programme will be delivered through the Leeds Contractors Major Works Framework, to which Balfour Beatty was appointed in 2023.
The Inner Ring Road carries more than 83,000 vehicles a day and includes more than 135 structures, including bridges, tunnels, and retaining walls. As part of the programme, Balfour Beatty will undertake annual maintenance alongside targeted strengthening and refurbishment of key assets.
Major works will include design-and-build packages to extend the lifespan of four bridges and viaducts, three tunnels and a footbridge.
The contractor will work with Leeds City Council and its design partners through an Early Contractor Involvement (ECI) approach to develop construction sequencing, logistics and buildability, helping minimise disruption on one of the city’s busiest transport corridors.
Maintenance work is due to begin immediately, with major structural interventions scheduled to start in 2027. The programme is expected to be completed in 2032.
Leeds City Council said the long-term investment would help improve the resilience of the transport network while supporting the city’s wider Connecting Leeds strategy and future mass transit proposals.
