Plans submitted for 1 Whitehall Quay expansion 

Manchester-based investor and developer Consolidated Property Group has applied to Leeds City Council for the redevelopment of the riverside office, looking to almost double its size.

A project team including Quod, The Harris Partnership, Cameron Rose, FutureServ, Complete Sustainability, MZA, Hexa, Arcaero, DPR, and Smeeden Foreman has been appointed on the scheme.

Plans include a seven-storey extension constructed to the north of the existing building, infilling its current L-shaped footprint, alongside a two-storey extension.

The development would add 63,300 sq ft of gross internal area, taking the five-storey building from approximately 72,200 sq ft to around 135,500 sq ft.

The proposals also include the re-cladding of the building and improvements to its amenities, including a rooftop terrace overlooking the River Aire and a ground-floor business lounge.

CPG acquired 1 Whitehall Quay, which fronts the River Aire and is close to Leeds Railway Station, in 2023 in a deal brokered by BNP Paribas. The office sits on 1.2 acres, and is let until 2027 and 2028 to Mercer and BJSS.

The planning statement said the works would “significantly upgrade the office accommodation” and provide a modern facility aligned with current tenant requirements and market expectations.
