CityLife’s 30-storey Leeds tower halted

The 345-apartment block was to be the second phase of the Springwell Gardens development, and has been blocked by the council following the lack of a completed S106 agreement.

Approved in October 2023, the scheme at Cartwright House in Holbeck in the south of the city required 24 affordable homes and a contribution of £680,000 towards local infrastructure improvements.

Permission for the project has now been refused by Leeds City Council, despite extensions to the timeline.

CityLife has already completed a 16-storey building on the adjacent site, One Springwell Gardens.

Working with ID Planning and Nick Brown Architects, the developer had originally wanted to deliver a 46-storey tower of 600 apartments on the second phase of the project.

This was scaled down during the planning process, and was to mainly comprise one- and two-bedroom flats and a rooftop garden.

CityLife will be able to appeal the decision.
