Pagabo to launch £1.5bn Medium Works framework
The Hull-based procurement specialist has confirmed it will issue the invitation to tender on 1 September, with a renewed emphasis on supporting regional contractors and local supply chains.
The £1.5bn framework, which will run for four years from January 2027, is being managed by Pagabo on behalf of The Education Alliance and is fully compliant with the Procurement Act 2023.
Now in its third generation, the framework covers construction projects valued between £0 and £15m. Previous iterations have delivered projects worth a combined £658m across the UK.
A key feature of the new framework is its regional delivery model, designed to match projects with qualifying contractors based on location, project value, scale, and complexity.
Pagabo said the approach is intended to improve value for money for public sector clients while strengthening local supply chains and increasing opportunities for regional contractors to secure work.
The framework will remain available to public sector organisations across the UK, providing a compliant procurement route for projects ranging from small-scale works to schemes worth up to £15m.
The proposed lot structure comprises:
- Lot 1 – projects up to £500,000
- Lot 2 – £500,000 to £1m
- Lot 3 – £1m to £4m
- Lot 4 – £4m to £8m
- Lot 5 – £8m to £15m
David Llewellyn, construction and infrastructure director at Pagabo, said: “As regional contractors continue to face a visibility challenge, this iteration of the Medium Works framework will give local suppliers the visibility they need to connect with the right opportunities.
“Regional contractors are essential to delivering project objectives
“Building on the strong performance of the current framework, which has supported the delivery of more than 300 projects, this re-procurement has been designed to respond to a changing economic landscape by giving clients greater choice and regional contractors faster, more accessible access to market opportunities.”
