Leeds 21-storey tower set for green light
Credcoll Holdings is seeking permission for 212 apartments on an 0.5-acre cleared site at the corner of Marsh Lane, Shannon Street, and the A64 York Road slip road.
The scheme, which was originally brought forward by developer Zephyr X, was transferred to landowner Credcoll Holdings after Zephyr X was unable to complete the purchase of the site.
The project team includes Brewster Bye Architects and planning consultant DPP.
Proposals have been through pre-application discussions with Leeds City Council, with officers concluding in February 2024 that the principle of a car-free residential development of this scale and height was acceptable.
The application was then revised in September 2025 to move the building further away from its eastern boundary. This reduced the proposed gross internal area by around 4,000 sq ft and led to a rearrangement of the internal layout.
The L-shaped building would contain 98 one-bedroom, 96 two-bedroom, and 18 three-bedroom apartments, and would rise to 21 storeys facing Marsh Lane, stepping down to 12 storeys towards the A64, and 16 storeys to the east.
Resident facilities would include a lounge, gym, and cinema, while a communal terrace would be provided at 15th-floor level.
The site forms part of the Marsh Lane Opportunity Area identified in the Aire Valley Leeds Area Action Plan, and sits next to further development land and opposite Domis Construction and Cole Waterhouse’s £70m Leeds Urban Village scheme, where 1,012 apartments across five blocks of up to 23 storeys were approved in 2023 and are now under construction.
Local ward members requested that the application be determined by the plans panel in March 2024, citing concerns including highway safety, parking, building height, road noise, crime prevention and the provision of family-sized homes.
Plans for the residential block are set to go before the council’s West Plans Panel on Thursday.
