York Barbican flats move forward after Persimmon sale

New owner Artium will deliver 228 apartments on the two-acre site, vacant since a swimming pool was demolished there 20 years ago.

Artium founding CEO Thomas Shotton called it “one of York’s most important sites” and its acquisition “a real milestone for Artium.”

Shotton, who established Artium in 2021, added: “With planning in place and all pre-commencement conditions discharged, we’re now in a position to bring it forward. We’re grateful to Persimmon for their work with the Council and the constructive way they’ve worked with us.”

Persimmon Homes gained planning consent in December last year for apartments in blocks no taller than the existing Staycity aparthotel. The site is opposite the city’s medieval walls.

The pool closed in 2004 and was demolished in 2007.

One in five of the new homes will be provided at a discount to market rent.

A Persimmon Yorkshire spokesperson said: “We’re pleased to see the redevelopment of this site take another major step forward.

“We’ve worked closely with the council over the last two years to deliver a design and a planning application worthy of this location.

“Unlocking the potential of this site will not only add to York’s housing needs but also signal a further endorsement of investment in York alongside the exciting plans for York Central.”

Richard Bland, investment director of Artium Group, said: “Consented city centre sites like this are rare, and demand for good quality homes in York continues to outstrip supply. That’s why we moved decisively to secure it.”

James Bradley of Knights acted on behalf of Persimmon.
