Mixed-use on the cards at Cardigan Road
Plans for 12 ground floor retail units with nine flats above in Headingley have been put to Leeds City Council by City View Holdings.
Working with Tetra Tech, Leeds-registered City View wants to redevelop the 165 Cardigan Road site, close to Burley Park.
Immediately south of Harold Terrace, the plot is around 500m from the A65 Kirkstall Road, and sits diagonally across the road from the Iconinc Glassworks student accommodation complex.
For planning purposes, it is within the Hyde Park neighbourhood area, for which a neighbourhood plan is in development.
The professional team includes Arbtech, Acoustic Solutions, Encon Associates, Riyat Associates, and MES Building Solutions.
On the table is a proposal involving alterations, change of use, conversion and new build elements, with retail at lower and upper ground floor levels, ranging from 323 sq ft to 1,000 sq ft. Around 9,100 sq ft of retail floorspace is proposed in total.
The site currently houses two buildings of one-two storeys. Nine flats are proposed at first and second floor level within a new build element, offering a mix of one-, two- and three-bed properties.
A communal outdoor entertainment area is proposed on the first floor along with a private outdoor entertainment area. Seven flats are proposed on the first floor, with two flats above.
Thirteen resident car parking spots are proposed, along with 21 for retail customers.
The existing approved use class at the site covers retail and storage – it has been used by a charity previously – and a previous application for industrial use was refused in 2021.
Materials proposed are a combination of red brickwork, stonework and glass while this is not wholly consistent with the mostly redbrick street, said Tetra Tech, it ties in with the nearby Iconinc Glassworks building.
