Green light for Premcor’s 43-acre Rossington site

Having applied for permission in September 2024, the developer can now bring forward its Mode 18 scheme near Doncaster, with practical completion of the £27.5m phase one expected in August.

ID Planning’s Sheffield team is supporting the developer, with C4 Architects leading on design.

Knight Frank and BNP Paribas are also advising and Howard Civil Engineering has been appointed to deliver the first phase of works, which includes a new access road and a 17.5 acre, pre-let logistics yard.

The hybrid planning application also includes outline consent for a further 25-acre development site offering up to 450,000 sq ft of industrial, warehousing and logistics space.

Enabling works are now under way, including construction of a link road providing direct access from the main highway network into the site, which will offer a dedicated access for HGVs and industrial traffic.

Adjacent to the M18 and close to iPort Logistics Park, the approval concludes a lengthy programme of site assembly and negotiations led by Premcor over several years.

Premcor Estates has also completed the acquisition of land previously occupied by Tanks & Vessels Industries, which will also allow for the regeneration of the site to progress.

Simon Hawkins, director of Premcor, said: “This was one of the first sites we were involved in after establishing Premcor, so it is hugely significant for us.

“We have invested a great deal of time and resource in getting to this stage, acquiring the site off market and working through a complex process of site assembly and planning.”

Premcor director Rob Lane added: “Rossington is superbly located at the heart of the UK’s transport network, so we are delighted to be able to unlock the potential of Mode 18.

“The scheme is named for its position on the M18 and A1(M), close to a range of transport modes including the iPort Rail Freight Terminal and Doncaster Sheffield Airport.

“This has been one of the most complex projects we have undertaken. With permission now granted, we can progress the pre-let site and prepare the wider industrial area for the market.”

Guy Cooke, senior director at BNP Paribas Real Estate, said: “This consent enables immediate progress on the ground while providing a clear framework for delivering up to 450,000 sq ft of high-quality logistics and employment space in Doncaster.

“We will be launching the wider site to market imminently, working jointly with the Sheffield office of Knight Frank.

“Doncaster City Council has been very supportive throughout the process, and we are grateful for their help.”

Vincent Taylor, investment director at Doherty Baines who advised Premcor on the financing for the site acquisition, said: “We were delighted to have helped Premcor secure financing for this acquisition with The South Yorkshire Pensions Authority.

“The first phase of the scheme will represent one of the highest spec IOS developments in the UK and will set a new standard for that sector.”
