The North is not a single market, nor a single story. It is a £466bn economy of 16 million people, combining major urban centres with globally relevant strengths in clean energy, advanced manufacturing, defence, life sciences, AI and the creative industries. Its development agenda now stretches from city-centre densification and housing to industrial clusters, innovation districts, transport-led regeneration and nationally significant energy infrastructure.
The scale of the pipeline is substantial. Northern leaders have presented more than £14bn of investable opportunities, including Leeds Transformational Regeneration, planned to deliver 20,000 homes and 3m sq ft of commercial space: Atom Valley in Greater Manchester, the Green Energy Corridor in the North East, and the East Coast Cluster across Tees Valley, Hull and East Yorkshire.
Public investment is also changing the conditions for growth. Government commitments include £45bn for Northern Powerhouse Rail, £10.4bn for city-region transport upgrades and up to £1.7bn of City Investment Funds for Northern mayoral areas, intended to unlock city-centre housing, commercial development and major regeneration. Greater Manchester, West Yorkshire, Liverpool City Region, South Yorkshire and the North East are all in line to benefit.
The commercial test remains demanding: land, planning, infrastructure capacity, construction costs, market demand and public-sector capability must align.
