YNYCA unveils growth delivery blueprint

The York and North Yorkshire Combined Authority is set to approve a three-year Local Growth Delivery Plan aimed at translating its long-term economic ambitions into deliverable projects and investment into the region.

The plan, due to be discussed at the authority’s meeting on 5 June, outlines priorities across infrastructure, skills, housing, commercial development, innovation and business support, while identifying York, Selby, and Scarborough as key place-based growth opportunities.

The delivery plan follows adoption of the Combined Authority’s 10-year Local Growth Plan in 2025 and is intended to provide a more operational framework focused on actions between 2026 and 2029.

Priority sectors identified in the report include clean energy, rail innovation, engineering biology and life sciences, food and farming innovation, and creative industries.

The report also places emphasis on housing and commercial development, infrastructure investment, and skills provision aligned with growth sectors.

Members are also being asked to approve an initial £1m allocation from the Local Growth Fund to support delivery of the Business Innovation Fund in 2026/27, alongside a further £1m revenue allocation for existing business support programmes.

Private sector investment will be central to achieving the authority’s wider ambitions, with the report acknowledging that public funding alone “will not be sufficient to unlock the region’s full growth potential”, although specific targets are absent.

Alternative funding models – including public-private partnerships, pension fund investment and recyclable investment funds – are referenced as part of a broader strategy to attract external capital into the region.

A further report on allocation of the remaining Local Growth Fund resources is expected to come before members at a later date.
