Planning secured for contested Barnsley site

Network Space Developments has won its appeal and gained consent for 215 homes in Carlton.

Plans were previously rejected in October 2023, on the grounds of highway safety. A decision has now been handed down by planning inspector Louise Crosby, coming down in favour of the developer.

The almost 19-acre site is on open land on Shaw Lane, and is part of the Carlton masterplan, which will eventually accommodate around 1,500 homes.

The developer will assign 10% of the homes as affordable housing, and make a contribution of more than £1m towards local education.

A pedestrian crossing at the entrance of the development will lead to the Trans Pennine Trail.

Simon Eaton, senior development manager for NSD, said: “Its location is ideal for commuting to Sheffield, Wakefield, and Leeds, and enjoys easy access to the rail network via nearby Carlton and Barnsley stations.

“The successful appeal comes as a result of great efforts from our whole professional team.”

Planning consultant Spawforths led the NSD team, which also included Wardell Armstrong, Peel Frischmann, Tetra Tech and Rachel Hacking Ecology.

All documents relating to the project, including the appeal decision notice, can be found on Barnsley’s planning portal with the reference 2022/0115.
