Miller and Home Group tipped for North Yorks go-ahead

The partners are pursuing a reserved matters consent for 133 homes at Cow Dyke Farm in Harrogate, including 53 affordable homes.

The site is off Skipton Road. North Yorkshire Council’s Harrogate & Knaresborough area planning committee will consider the application at its meeting on 25 August, with approval recommended.

Access for the site is proposed via Malham Drive. Pegasus Group is working with volume housebuilder Miller and affordable living provider Home.

As set out in the planning officer report for the meeting, the site sits within the development limits for Harrogate, with most of the site (i.e. land to the north of the Cow Dyke Farm buildings) forming the H56 housing allocation as defined in a policy of the local plan.

Revisions have been made since the reserved matters application was first submitted, with officers now satisfied all critical matters are compliant with the overarching policies of the development plan and national requirements.

Officers sum up that the project is in a sustainable location and would “make a valuable contribution to delivering housing, including affordable homes, on an allocated site. When taking account of the council’s housing land supply at 2.2 years, there is not such significant harm created by the development that would outweigh the benefits provided.”

The outlnie consent was established in July 2024 and allows up to 135 homes. Othet schemes in the area include a 170-home Bellway project and a 210-home Persona scheme, both completed south of Skipton Road.

Home Group is working with Stoey Homes on a scheme under consideration, while Persona has another consent for a 135-home site west of Otley Road.
