Leeds progresses George Street hotel plans

Clegg Construction has been appointed to deliver a pre-construction services agreement for the long-awaited hotel near Kirkgate Market.

Planning permission was granted for a 126-unit aparthotel in 2018, with developer Town Centre Securities working alongside architect Carey Jones Chapman Tolcher on the scheme.

That consent lapsed in 2021 and Leeds City Council decided to take on development itself, with a pre-let lease in place with a proposed operator.

The council’s version of the project looked to replace the vacant shops with a six-storey 143-unit aparthotel.

The key elements of the project are for the demolition of one- and two-storey retail units on George Street and their replacement with a link between the Kirkgate Markets and the Victoria Gate retail pitch.

A PCSA enables the early involvement of a contractor to contribute expertise during the design and planning stages, with the early collaboration helping to improve buildability, cost certainty, risk management, and overall project delivery.

Clegg Construction has worked on a range of projects in Leeds in recent years, including the £37m Fabric Works PBSA on Leylands Road, the refurbishment of Hotel Indigo Leeds, and the 11-storey build-to-rent development of Spinners Yard.

The company has also recently been appointed to build Prescient’s eight-storey office development on the corner of Wellington Street.

Cllr Jonathan Pryor, Leeds City Council’s deputy leader, said: “The council has a long-standing ambition to deliver a hotel on its land at George Street.

“The appointment of Clegg Construction represents an important step on the journey to that ambition being realised, and we look forward to working with them on a project that underlines our commitment to regeneration and economic growth.”
