Hotel plans for Hull centre as HMO decision deferred
Prospect 2024 is looking to convert part of the Prospect Shopping Centre into a 71-bed budget option, while Knight Wood’s scheme for the former Portland Hotel has stalled.
Prospect 2024, owned by Yorkshire property firm Z&F Properties, has lodged plans to convert an office block to the north of the shopping centre into a hotel, comprising a ground floor with lobby and concierge and bedrooms on the upper three floors.
The group acquired the centre last year, using a £4.7m loan from Reward Finance.
CRL Architects is working on the project, which requests permission for external works so as to create more windows, and specifies it would be a budget hotel option.
Meanwhile, investor Knight Wood’s plans to convert the former Portland Hotel on Paragon Street into a 122-bed HMO have hit a bump, following objections from councillors, the police, and locals over a potential increase in crime levels.
Following a recommendation to refuse the scheme, Avison Young asked for a delay in order to resolve the issue with the police, stating: “We believe that there is a misunderstanding around the level of management associated with the development, alongside the numerous safety measures proposed which warrant clarification and further discussion.”
A decision is now due on 1 October.


Both schemes are awful propositions in the struggling city centre.
Hull should move to ban HMO properties.
