Homes England eyes Harrogate
The national housing body wants to establish outline consent for 480 homes on a parcel of Harrogate’s western expansion area.
The proposals for the plot, between Otley Road, Howhill Quarry Road, Howhill Road and Beckwith Head Road, also include a cricket field, football pitches, and sports pavilion.
Submitted in 2022, the plans are billed as Bluecoat Park and have been in the works for some time but have been updated this summer. The professional team is led by Lichfields, WSP and ID Partnership.
The 68-acre site is located to the south-west of Harrogate and is made up of agricultural land. Access to the site will be taken from Otley Road and Beckwith Head Road.
Planning officers said that the proposed development “will make a valuable contribution to meeting housing need, including the delivery of affordable housing, which will help meet the aims of local plan policy”.
The impacts on the highway network, landscape character, heritage, and other matters are “considered to be acceptable” with the finer details to follow at reserved matters stage.
Among other projects advancing in the area is Gladman’s proposals for land off Whinny Lane, which was greenlit in October, with final approval pending the completion of a Section 106 agreement.
North Yorkshire’s planning reference for Bluecoat Park is 22/01558/EIAMAJ.
