Govt go-ahead for 4,000-home Maltkiln framework

The development plan for Caddick’s new town between York and Harrogate has been approved, allowing the developer to progress with its garden village masterplan.

Centred around the existing Cattal railway station, as well as mixed-tenure homes, the town will have two primary schools, a mixed use local centre, and healthcare facilities and will take up to 30 years to develop.

The project team includes architect DLA, which is also handling landscaping, planning consultant ADAS, consulting engineer WSP, and heritage consultant FAS Heritage.

Wetherby-based Caddick’s framework has now been approved by the Planning Inspectorate, which said the proposals were legally sound, although it did note some modifications including amendments to the boundary and access.

The council can now take steps towards formally adopting the plan, taking these modifications into account.

Chris Procter, director at Caddick said: “We welcome the publication of the Inspector’s Report following the Examination in Public of the Maltkiln new settlement.

“We will review the report and continue to work closely with North Yorkshire Council, local residents, and partners on the next phase of the project.”

Plans for Maltkiln have been in progress since 2018, when Harrogate Borough Council’s Local Plan proposed a new town to meet future housing needs in the area.

Since then, the plans have continued to be supported by North Yorkshire Council, which was formed in 2023.

A three-week consultation for the project was held last year, following which, Caddick submitted revised plans to the government watchdog.

Located around a railway station with links to York, Harrogate, and Leeds, the focus is on creating a sustainable and self-sufficient community.
